 June 18, 2008 The pressing question now is who should be managing the Cape Hatteras National Seashore.

And the answer to that question is quite simple. The National Park Service should be managing the seashore's resources and its recreational access - by ORVs and folks on foot.  The problem is that right now the park is not managing the seashore.

Park officials are doing exactly as they were instructed to do under a consent decree that was .
